Post Upload speeds.
On eMule I have mine set to 120 KB/s but I rarely ever see it reach that speed even when a lot of people are uploading from me. I have CUMcast and they give very limited upload speeds compared to download but I know my upload is faster than 120, so is it possible they are throttling it?

the super shitty ISP I have here caps my upload at 40kbs
i lag hard if i set my upload to anything above 10
