The second one is "I'm on my way. Please wait, the door is open." (Note written by the shopowner - or the person who is in control over that building at least)

se vieni it's "if you come", it's in the third person so it's referring to whoever reads the note

italian and spanish are almost the same as portuguese :D

It is everyday language, it means literally "one is coming", as in "a person is coming". But this 3rd person form can be used for any other verb, be it 1st, 2nd or 3rd person.

So, the correct should be:

If you come, please wait for me(aspettami refers to 'wait me'), the door is open.
